"The great thing about Carol is that she doesn't have a one-size-fits-all theory about how to deal with people," explains Showrunner Angela Kang in a new behind-the-scenes video.
She notes that the Highwaymen's handwritten note is a strange way to make a threat of violence.
Which is exactly why Carol "thinks that there might be an element to them that might be open to something a little bit unusual," says Kang.
